Questions on Heer full dress tunic(Waffenrock)

Introduced in June 1935 for walking out, parade and ceremonial dress by all ranks, it has been taken out of production in September 1939, and the order of March 21, 1940, dictated that those still in depots, that were no longer fit for dress uniforms, be modified and issued as regular service tunics to personnel of the reserve and replacement units.

My questions are:

1. Did the post-1940 regulations still allow the use of those examples issued previously, for their original purpose(walking-out dress & ceremonial dress)?

2. If the answer to No. 1 is "yes": While new issues to men and NCOs were not made after September 1939, did the officers still purchase privately examples of this uniform(which apparently was not very much liked by Army personnel)?

Even thought regulations prohibited its issue during the war, those that had them, still wore them if the occasions permitted it, gone were the parades of the pre-war days, so there was little use for the parade tunic. Most of the time, NCO's and officers wore as there dress tunic, the waliking out piped tunic, based on there field uniform, but made of better material, and quality, plus its was piped for their branch. All throughout the war, those that had their parade tunics, put them away, as its use declined during the war, and later, not at all, only those left over, or "recyled" were made into combat style tunics for issue. There usually was not a time to wear this tunic, since its main purpose was Parade use, I have seen some rare times where a parade tunic was worn for dress, but thats rare, as a clean tunic, or piped tunic took its place. During the war, officers and NCO's would put there money towards piped dress tunics, and not the pre-war parade style. Thats why you see the NCO tunics with officer quality insignia, deep collar points etc.
