Soldiers With Jurgen Stroop

This photo is said to have been taken on the site of the Warsaw Ghetto during the 1943 uprising. What soldiers are those standing with Jurgen Stroop? I don't recognize the uniforms. Are they "Hiwis"? What uniforms did Hiwis usually wear? Thanks.
