Any recommended reading on Turkish settlers in Iraq?

Iraq or the Levant in general. I remember coming across in a book that there were "settlement schemes" for Turkish settlement in Iraq. Did the Ottoman government have any incentives for Turks moving into those areas?

Ottomans had no incentivies for Turks moving into Irak becasuse there were turcic tribes such as Turcomans/Turkmens that were settled in every critical place before 1071 during the days of Abbasite califs. Ottomans settled turks at Balkans.Greece, Peleponnes, Crete, Cyprus, Rhodos, Macedonia,Bulgaria Rumenia and at same parts of serbia, Also at Libya, Tunis and Algeria.
