Generally it seems Lieutenant Colonel's normally held Divisional commands,Colonels commanded Corps.This was due to the Young Turks promoting on ability rather than seniority?

hi peter,
after disaster of balkan wars, young turks leader enver pascha, old ottoman generals who don't know modern military retired. for this young commanders command in ww1 turkish army.
