Is this some sort of anthem? It's also played during the 1940 Waffenstillstand vom Compiegne.

It is the "Präsentiermarsch" (traditional German inspection march, composed by Frederick William III of Prussia).

Around the 20 second mark there is a famous march playing that I've heard before. Can please name the song? Sorry the sound is low you might have to turn it up.

It is "Präsentiermarsch" by Friedrich Wilhelm III, traditionally played during Army (Heer) troops inspections.
