There is a curious coincidence: the same melody is used in the German newsreel about Kiev occupation in 1941 (from 3:00 to the end): https://www.youtube.com/watch?v=Jantejjmprc
and in the Soviet newsreel showing Soviet troops entering Kiev in 1943 (must be containing the whole melody - the similar fragment starts at 5:00): https://www.youtube.com/watch?v=1Xdv9wRWZxU
It must be a classical melody -- does anyone know?

I just figured it out: It's Franz Liszt's "Mazeppa", Symphonische Dichtung Nr. 6.
I have found Mazeppa used in Die Deutsche Wochenschau Nr. 579, Nr. 612, Nr. 616, Nr. 639, Nr. 685, Nr. 689, and Nr. 731.

Hello,
This is the ending of a classical music piece by Franz Liszt called "Les préludes". It was played as the theme song of the episodes of the german ww2 newsreel "Die Deutsche Wochenschau", that's why this song is "famous" when speaking about this newsreel.

The fanfare motif from "Les préludes" was used in the Russian Campaign report announcements, see viewtopic.php?p=675487#p675487
It was also the ending tune of the Russian Campaign song, "Vorwärts nach Osten!" (It was Dr Goebbels' idea to use it.) It was only briefly used as the Wochenschau opening tune, in the second half of 1941 - after the Russian Campaign began; it was replaced with a different melody in 1942.

Liszt's "Mazeppa" was used in numerous Die Deutsche Wochenschau / Ufa Tonwoche (Nos. 497, 508, 522, 547, 567, 570, 579, 581, 587, 588, 612, 616, 627, 639, 647, 650, 657, 664, 673, 685, 689, 705, 718, 731, 739), as well as in at least Soviet Newsreel No. 70-71 (1943):
