What are these awards?

This is Karl Lasch, who was governor of the Radom District, and later the Galicia District, in the Government General between late 1939 and January 1942, when he was kicked out of office and arrested. Can anyone identify the ribbon on his button, the ribbon bars on his chest and what type belt buckle he wore? Thanks.

He is wearing a uniform of the Ostgebiet Ministry, and not sure why his collar tabs are missing? The belt buckle appears to be the NSDAP leaders belt buckle with leather belt! The Ostgebiet did not have their own belt buckle. The award is the War Merit Cross 2nd class!

What collar patches are you referring ?

These government uniforms used their rank on left forearm

But here, he is wearing an early NSDAP leaders uniform, not the government uniform shown above.
Are different uniforms.

You are correct, but both photos were taken in the General Government.

This raises a question about why the difference in uniforms/awards as discussed above and ..
von Wachter and Fischer have single breasted jackets with lapel tabs but Lasch has a double breasted jacket with lapel tabs

why is Fischer wearing trousers and not jodhpurs [Reithose?] like the others?

SS and SA used straight trousers sometimes, generally as dress evening or special
events. High ranks could choose the moment, or day to use it, as we can see in the example above. Hans Frank appears too in many photos using both class of pants,
leaving the straight model with cord shoes, for indoor acts or receptions.

Diverse NSDAP uniforms are visible next to Lasch, he is wearing a dark blue-black Governmental Officer uniform with piping collar.
Seniors officials of the highest levels of authority were further distinguished from other lesser officials by having silver cording
piped around the edge of their tunics and greatcoats collars
