What is the badge below the Iron Cross?

If I’m not mistaken, it’s the Officer grade of the Hungarian Order of Merit with Swords. I’m not 100% certain if von Schlieben’s award has the so-called “war decoration” wreath of green laurel leaves like the example in the attached scan.

There's no Hungarian Order. Is it possible that the medal's actually Kriegsverdienstkreuz?

Just because it is not on the above list does not single the Hungarian order out, which is what I believe it is as well. He lists no other foreign awards on the list you provided. Does his service record indicate he was in the area?

It is the Military Order of Savoy. it is one of these levels:

Grand Cross,
Grand Officer,
Commander

It is now called the "Order of Italy"
