Es nuestra Orden Imperial del Yugo y las Flechas, categoría collar. Se otorgó sólo a Ribbentrop, Göring y Mussolini, y creo recordar que a Víctor Manuel III también.

Serrano Suñer wears the Grand Cross of this Order on the photo, under the Order of German Eagle breast star.

Yes, that's correct. He is wearing, from left to right: 1 x the 2nd Class in Silver (= green ribbon with white stripes) and 3 x the 2nd Class in Bronze (= solid dark green ribbon) (Apparently the "Swords" version, i.e. the "bravery" award.)
