Two unknown badges of Vizeadmiral Max Looff

Besides the EK I and the Marineverwundetenabzeichen (in Silber I believe), Looff is wearing two more badges?

1 Is this a NSDAP membership badge? Or some kind of Naval Political Organisation?
2 Perhaps the Kolonialabzeichen (Elefantenorden)?
