Did a civilian in 1939, after the ending of DRK medal use, wear the DRK medal (with a big red cross on it) and the welfare medal at the same time?

Awardees of any grade of the Ehrenzeichen des Deutschen Roten Kreuzes continued to wear it after the institution of the Ehrenzeichen für deutsche Volkspflege. The old award was still authorized for wear and was not exchanged for its successor.

However, if the holder of a DRK decoration was subsequently awarded the corresponding grade of the Volkspflege decoration, he was to wear only the latter.

So, suppose somebody held the Medaille des Deutschen Roten Kreuzes. If he was later awarded the Medaille für deutsche Volkspflege (= the corresponding grade), he wore only the latter, but if he was directly awarded the Ehrenzeichen für deutsche Volkspflege 3. Stufe (= the next-higher grade), he wore both.
