Another WW2 German Badge

Can anyone tell me what this WW2 German badge would have been used for? It is RZM marked on back with a M1/111

First I was thinking about "Mützenabzeichen der Jägertruppe ":

But this one looks a little different. Maybe it has something to do with civil hunting?
