According to the book Veljien Valtiosalaisuus (The State secret of Brothers) by Jari Leskinen, Soviet Baltic Navy held an operational wargame March 26-28th 1939.
The Soviet scenario to the game, was the following (red side = USSR, yellow side = Estonia, blue side = Finland)
General situation at the red side:
22-23th July 1939 many large border conflicts with the blue side at Mainila village area at Karelian Isthmus.
Yellow side is moving it's troops to the East-border area...
An unknown enemy submarine sank a red trawler at Kalbådagrund area 24th July 1939 1000 hours
At that book there is also interesting information what happened, not to a "red trawler", but steamer Metallist.
According to the Estonian border guard reports Metallist came to the Narva Bay 0600 hours 27th Sept-39 anchoring there. 1500hours same day three Soviet Baltic Navy ships came to the area, one of them to the side of Metallist, the two other circling around the staionary ships.
That continued to the 1840 hours, when the darkness came, and Metallist could not anymore be seen.
No torpedo explosions were heard, nor any emergency transmittions were heard.
1840 hours (=1940 hours Moscow time) Metallist was still afloat.
2000 hours Moscow time (same day) Soviet radio broadcasted and bit later Soviet foreign minister Molotov stated that Metallist had been sunken by a foreign submarine that same day at 1800 hours Moscow time (=1700 hours Estonian time).
In reality Metallist was then still afloat, under the eyes of Estonian border guards.
Metallist sank to shallow water and the upper structures of the ship remained above water.
According to eye-wittnesses the ship was seen (it was raised, JT) next spring at Paldiski and Tallinn harbours.

As for wargame - in my opinion seems to be too early to plan so detailed operations in July 1939.
As for "Metallist" - yes, I read very similar info also [as one of the many possible versions of event], IIRC Estonian border guards noticed something behind the steamer which looked like low barge hull [in reality it could be submarine - BP].

Shch-406 unsuccessfully attacked Swedish/German convoy [06.07.1942] and avoided Swedish patrol ship [dropped 9 depth charges], attacked convoy under German flag [07.07.1942, 1 explosion was heard but no confirmation data], heavily damaged German schooner of 545 brt [08.07.1942], unsuccessfully attacked Swdish/Finnish convoy [22.07.1942] and avoided 56 depth charges from 2 Swedish destroyers and patrol boats; attacked convoy under German flag [25.07.1942; 2 explosions were heard but no confirmation data]; Shch-406 was attacked by enemy patrol ship [01.08.1942] which could damage nose part of the hull by depth charges, but submarine returned home successfully. 26.10.1942 - torpedoed transport [the strong explosion was noticed via periscope but no confirmations]; sank Swedish transport "Bengt Sture" [872 brt, 29.10.1942; 7 men were rescued by submarine, 8 were lost]; sank Finnish transport "Agnes" [2983 brt, 01.11.1942; 4 men were lost].

No, I don't need the excel list [thanks for your significant efforts!] as I have the career list of all Soviet submarines of all types during WWII.

From Finnish sources
P-O Ekholm at his previous mentioned book mentions:
-sinking of S/S Argo SW of Bogskär morning 16th June 1942
-same afternoon torpedo miss of Swedish S/S Anna
-damaged Danish S/S Orion W of Gotska Sandön
-22th June mid day sinking of Swedish Ada Gorthon E of Öland
-4th July a torpedo miss of Swedish Fortuna off Smygehug
8th July sinking of German Otto Kords at coast of Blekingen
10th July ShCh-317 sent a radio message to the Brigade HQ that it had sunk five ships and had started the return trip. It was the last message the boat sent.
German armed trawlers detected the boat when it was passing the Nashorn minefield, and attacked the boat with detphcharges, and caused the boat fuel tanks to leak.
13th July a Finnish Dornier Do-22 plane detected S of Kallbådagrund a fuel trail that was moving eastwards.
Then Finnish planes dropped depthcharges to the trail, but with no visible effect.
Then Finnish minelayer Ruotsinsalmi and a patrolboat VMV6 arrived to the scene.
After 11 dropped depth charges more oil and air bubles began to arise. Five depthcharges, set to explode 60-80m, caused even more oil and air bubles to appear. Also a sailors cap came to surface. Oil kept coming from the same spot for several days.
At Finnish sources the sub is mentioned to have been destroyed 15th July 1942 South of Kallbådagrund.
Very correct. Small notes -
1. Finnish transport "Argo" [2513 brt, cargo - potash salt for Germany], torpedoed 16.06.1942 [06.05.] [point 59.21'/20.14'], 9 men were lost.
2. Torpedo miss of Swedish transport "Ulla" [why "Anna"?] the same day [~12.00] near Is. Bogskär [Swedish transport rescued crewmembers from "Argo"].
3. Heavily damaged Danish transport "Orion" 19.06.1942 [torpedoed, point 58.08'/18.00']. "Orion" [2405 brt] made run Copenhagen-Luleo, 3 men were lost; was towed to Is. Gotland 22.06.1942.
4. 22.06.1942 sank [12.14.] Swedish transport "Ada Gorthon", 2399 brt [57.09'/18.00']. "Ada Gorthon" transported iron ore for Germany, 14 men were lost.
5. Additional info - 01.07.1942: unsuccessfully attacked Swedish transport "Galeon" near Is. Aland, Swedish destroyer "Ehrensköld" tried to attack Soviet submarine.
6. 04.07.1942 - unsuccessfully attacked Swedish transport "Fortuna" near lighthouse Smygehug.
7. Additional info - 06.07.1942 was attacked by Swedish destroyer "Nordenskjöld" [12.31; 2 miles SE of lighthouse Hegby, Is. Aland]
8. 08.07.1942 - sank German transport "Otto Kords" [966 brt] - [07.47] [55.49'/15.01'].
9. 09.07.1942 [23.45] - message from brigade HQ to leave the position and return back. Last radio message of Shch-317 from 10.07.1942 [02.30] - "Sank five enemy ships, don't have torpedos, please inform me about the position of S-4".
10. I have no info that German armed trawlers detected the submarine and attacked it.
13.07-14.07. Finnish aircraft dropped depth charges. Finnish minelayer "Ruotsinsalmi" and patrol boat VMV 6 dropped depth charges W to Is. Vaindlo - that was one of the possible reason of submarine loss. Another possibilities - explosion on mine 12.07 W to Is. Naissar [Finnish observation post detected large explosion], collision with Swedish schooner "Hanna" 10.07. [15.00] or depth charges from Swedish destroyer "Stockholm" 12.07 [57.52'/16.55'] where it was found by Swedish divers in spring 2000

41 crewmembers and commander of 4th submarine division captain 2nd rank V.A. Egorov were lost on Shch-317. Commander of Baltic Navy awarded all crewmembers with orders posrmortem, V.A. Egorov was singled out for a Hero of USSR [that was rejected, and he was awarded postmortem only 23.10.1991].

Most likely (if it was a Finnish plane) it was a SB bomber of Flying Squadron 6 (Le.Lv.6) which was subordinated to Naval Forces for anti-shipping and anti-submarine patrol duties. Do 17s were used only as level bombers and not against naval targets AFAIK. Finns received Ju 88s later in winter 1943. They attacked also against Soviet ships in the summer 1944 because they were capable for dive and slide bombing.

Gulf of Finland was divided to German and Finnish patrol sectors and I think Germans' didn't patrol "on the Finnish side" without some special reason. Only Ju 52 sea mine clearing planes operated on the Finnish side in 1943 and 1944.

I guess that submarine signalmen could noticed twin-engine enemy bomber and it was written in logbook [attacked by Do-17 or Ju-88]. Most probably that was Finnish bomber as Finnish patrol boats came soon and unsuccessfully bombed Shch-406 while its crew repaired diving rudder control at the sea bottom.
