NKVD troops in 1941

Hello,

Does an extensive list of the NKVD combat troops committed to combat in the early stages of "Barbarossa" exist?
I read that as much as twenty divisions and fifty borderguards regiments fought in June or July 1941. Is it correct?

There were border guard detachments instead of border guard regiments. In June 1941 there were 49 detachments on the Soviet western border plus other units. Detailed organization of the border units can be found here (in Russian):

I believe there were less than 20 NKVD divisions prior to the war. It must be said that so called "divisions" and "brigades" were with one exception nothing but territorial districts instead of tactical units. They consisted of a small HQ commanding several tactically and administratively independent regiments or battalions and no divisional support units. Thus they must be distinguished from divisions in the normal sense of the word. Also they were typically smaller than most RKKA divisions. I have some information on the order of battle, but on my home computer not available to me at the present moment, unfortunately. As I remember "Colossus Reborn" by Glantz has some description of the NKVD troops organization in 1941.

According for instance this source: https://books.google.fr/books?id=KVmIOF ... ds&f=false ; there were a lot more than one division in the NKVD order of battle.

Some of them seems to have been administrative units controlling borderguards detachments, others railroad protection detachments. But I wonder how many troops did they represent and the actual reinforcement they provided during the crucial months of June to December 1941.

To reproduce info from the standard source in June 1941 the NKVD troops had 18 districts, 98 border guard detachments, 8 coastal guard detachments and other units totaling 167 600 men in border troops and 14 divisions, 18 brigades and 21 separate regiments totaling 172 000 men in other forces. Of them in the west were 8 districts, 49 border guard detachments and 7 coastal guard detachments, 7 divisions, 2 brigades and 11 regiments. Total 153 600 men (M.Meltyukhov "Stalin's missed chance"). Numbers in other sources can be slightly different but not that much. As I said before the numbers of divisions and brigades can create a misleading impression of their actual combat capabilities. There were just security forces not designed to operate as combat divisions for the most part.

I could find the following elements:
- the following district headquarters should be seven of the eight mentioned by Meltyukhov: Murmansk, Finno-Carelian, Leningrad, Baltic, Bielorussian SSR, Ukrainian SSR, Moldavia SSR;
- divisions and brigades were divided into "Interior Forces", "Railroad Facilities Forces", "Forces for Security of Important Industrial Enterprises" and "Convoy Forces";

Apparently Murmansk, Karelo-Finnish, Leningrad, Baltic, Belorussian, Ukrainian, Moldavian and Black Sea districts can be taken as belonging to the western theater of operations. As for general question of organization in June 1941 the NKVD had the following subunits in its central apparatus responsible for military troops:
- Main Directorate for Border Troops
- Main Directorate for Railroad and Industry Guard Troops
- Main Military Supply Directorate
- Main Military Construction Directorate
- Directorate for Operative Troops
- Directorate for Convoy Troops
On 31 July 1941 the Main Directorate for Internal Troops was created which absorbed former directorates for railroad, industry and convoy troops. There were also certain paramilitary components such as police, local air defense, road construction units, GULag guard not included in the NKVD troops proper.I can find and post organization of troops other than border guard if you need it.

Formed during the mobilization 1 railroad guard and 3 industry guard divisions and brigades. Remained in peacetime organization 2 railroad and 1 industry guard divisions/brigades. Numbers in some case do not add up correctly.
So close to the front in June-July 1941 were: 2, 9 and 10 railroad guard divisions and 20 industry guard division, somewhat further from the border - 3 and 4 railroad guard divisions. Their experience was apparently mixed: some units were directly engaged in combat with Axis forces, some continued security operations in rear areas or both.
