Request for Identification of Generals and Admirals

I am sorry in advance if this is not an admiral but I am really awful at identifying ranks, but is anyone able to recognize the man standing next to Dönitz (to the right as you view the video, the one giving the salute) here at 3:33-3:50 (https://www.youtube.com/watch?v=D505WKDrrHM)? He seems incredibly familiar with an admiral I've read about but cannot seem to remember the name.
