Pic on right: This one I don't recognize at all. He was Militärttaché in Lithuania and Latvia as well. But I have never seen a German general wear the Latvian Order of the Three Stars or Order of Recognition. Both orders have a eight-point star but not sure about any breast star to go with it or if it is worn on the right side.

I'm not so sure. On his left side I think that he's wearing Spanish Military Merit Order (he was awarded, too, with Spanish Imperial Order of the Yooke and the Arrows). On his right side, I don't think Bulgarian Military Merit Order. Maybe Romanian Star Order, even Italian Crown Order (Grand Cross).

All Heer generals (as far as I know) had red neck insignias (f. ex. like Rommel has)
So why does the general next to Rommel (@45) wear grey (or blue or green, it is an uncertain color) neck insignias ?

page 547, pic 45. I agree that the face pretty much looks like Edgar Feuchtinger but the man is wearing the uniform of a "Heresverwaltungsbeamter im Generalsrang". Note the green collar Tabs. An Army General would wear the read collar tabs like Rommel does.
