If I had to venture a guess I'd say that stuff is either electrical switchgear, or some sort of motor control equipment. "Motor" being relative, in that it could be controlling various types of larger electrical load.
In the later, (again partially guessing) the bottom is for conditioning the electrical input, like a filter for noise, or surge protection, that sort of thing. The two thing panels above it look like start-stop button stations. The one with the gage on it is for monitoring load, and the top boxes are "J" boxes for making connections in.
That's my guess off hand.

Hi Sturm, could the men not be italians too? The person on the right with his helmet looks like an italian to me. The radio is definitely italian. The twin MGs look like that of an italian light tank L3/33.
