Execution of the spare parts production plan in January-February was completely unsatisfactory in regard to KV, T-34, T-60, V-2, and GAZ-202 spare parts, and was a complete failure as far as BT and T-26 spare parts are concerned.
(Measures to increase responsibility of industry for production of spare parts are adopted). Plan of spare parts production in the I quarter of 1942 must be completed not later than by 10 April. Plan of spare parts production for BT and T-26 in March - total 7 mln rubles.

KV spare parts - 37 mln rubles in April-June
T-34 - 36 mln
T-60/70 - 14.5 mln

Also:
V-2 engine spare parts - 10 mln
BT and T-26 spare parts - 10.935 mln
T-37/38 - 0.8 mln
T-34 and T-60 (without breakdown) - 0.375
GAS-202 engine - 2 mln
Various electric, optical equipment, instruments and materials worth of almost 19 mln rubles

Every 5 KV tanks produced and every 10 T-34, T-60 and T-70 must be supplied with a company complement of spare parts, which is included in the plan of spare parts production.

Planned delivery of engines as spare parts to the NKO: 270 V-2 diesels (out of 4555 produced), 300 GAZ-202, 95 GAZ-202 twin engines compared to 1200 T-60 (GAZ-202) and 1220 T-70 (twin GAZ-202).

Report by the chief of GABTU lieutenant general Fedorenko on tank spare parts production in April 1942.

The plan of tank spare parts production defined in the GKO decree No.1517 of 9.4.42 wasn't carried out by industry's factories. The average percentage of competition is 62.5% in the People's Commissariat of Tank Industry and 71.1% in the People's Commissariat for Medium Machine-building.
By types
KV spare parts - 11 mln rubles planned in April/6.92 mln actual production
T-34 spare parts - 10.5 mln/6.3 mln
T-60/70 spare parts - 4.7 mln/4.9 mln
BT and T-26 - 2.1 mln/0
T-37/38 - 0.2 mln/0
KV gearboxes - 400 units/89 units
T-34 gearboxes - 70 units/55 units
V-2K and V-2-34 engines - 95 units/44 units
V-2 spare parts - 2.34 mln/1.04 mln

Production of spare parts for tanks continues to be completely unsatisfactory. Due to a lack of spare parts units of the field army and NKO repair bases or placed in a critical situation and cannot perform repair of vehicle fleet, as seen from the table below
KV - 410 tanks in need of repair as of 20.04.42 - 92 tanks repaired from 1 to 20 April
T-34 - 667/107
T-40/60 - 431/52

Total 1989 tanks in need of repair, 382 repaired in 20 days.

Organization of new static repair bases in the 2nd half of 1941 - 1st half of 1942:

1. NKO repair base No.82 formed in Moscow in December 1941 for repair of foreign (lend-lease and captured) tanks.
2. NKO repair base No.11 - renamed by the NKO order #0219 of 27.3.42 from a mobile automotive repair factory of the South-West Front. Location - Saratov
3. NKO repair base No.26 - renamed by the NKO order #0219 of 27.3.42 from a repair base of the Volkhov Front (organized at the site of the Boksitogorsk ore factory). Location - Boksitogorsk
4. NKO repair base No.27 - renamed by the NKO order #0219 of 27.3.42 from a tank repair base of the Leningrad Front (organized from a workshop of the Leningrad advanced training courses). Location - Leningrad.

010/26 was the repair battalion of the former tank division, some number of them apparently were retained as independent units even after original tank division were disbanded.

In order to give mobile repair capacity to newly formed tank corps NKO (People's Commissariat for Defence), People's Commissariat for Tank Industry, People's Commissariat for Heavy Machine-Building, People's Commissariat for Medium Machine-Building, RSFSR's People's Commissariat for Automobile Transport, and Moscow City Council are to form 30 tank repair bases according to the TO&E 026/131. Civil commissariats are to provide necessary instruments and equipment. Personnel: in bases formed by PC for Tank Industry and PC for Medium Machine-Building 7 men for every repair bases are taken from factory employees. The balance of personnel is to be provided by the NKO. Automobiles - from the new production, complements of spare parts - provided by the People's Commissariat for Tank Industry from new production.

Appendix: detailed plan of formation

NKO - 10 repair bases (7 for British and 3 for American tanks)
PC for Tank Industry - 10 bases for Soviet tanks (KV, T-34, T-60)
PC for Heavy Machine-building - 2 bases for Soviet tanks
PC for Medium Machine-building - 4 bases for Soviet Tanks
PC for Automobile Transport of the RSFSR - 2 bases for Soviet tanks
Moscow City Council - 2 bases for Soviet tanks
Total 20 bases for repair of Soviet tanks, 7 for British, 3 for American.

This document was a consequence of decision to include one tank repair bases in every tank corps (which just started to be formed in the spring of 1942).

The document proposes to have a repair base (all types of vehicles), mobile repair base (tractors), and mobile repair base (tanks) under Front and one repair battalion, a mobile repair base (tank),and a mobile repair base (wheeled vehicles and tractors) in every army.

Of the units mentioned in the list 20 and 29 Repair Bases were stationed at Borisov (Belorussia) and Tartu (Estonia) before the war, what remained of them was evacuated to the east and placed under Kalinin Front' s command. Of repair&reconstruction battalions:

28 Battalion - formerly belonged to the 28 Tank Division, became an independent unit after the division was disbanded
46 Battalion - formerly belonged to the 46 Tank Division
57 Battalion - formerly belonged to the 57 Tank Division
106 Battalion - to the 202 Motorized Division
122 Battalion - to the 163 Motorized Division
800 Battalion - to the 107 Motorized (Tank) Division

15 Battalion was a unit of unclear origin, it was different from 15 Repair&Reconstruction Battalion of the 15 Tank Division
100 Company - also unclear origin, different from 100 Repair&Reconstruction Battalion/198 Motorized Division

Mobile Repair bases were formed in the second half of 1941 in accordance to the GKO decisions.

Planned production of V-2 diesel engines - 6305 vs. 5195 KV and T-34 tanks. 500 engines go as replacements to the NKO (Army). The balance 6305-5195-500=610 are apparently supposed to be used for factory repair of KV/T-34.

Planned production of spare parts - 135.7 mln rubles worth, of them 103,25 mln at factories belonging to the People's Commissariat for Tank Industry, 14.4 mln - by the People's Commissariat for Medium Machine-building (mostly GAZ factory), the balance - elsewhere. Of the total number of spare parts
parts for KV tanks - 37 mln rubles
T-34 - 45.5 mln
T-60/70 - 15 mln (including parts for GAZ-202 engines)
BT and T-26 - about 7 mln
V-2 diesel engine - 11.3 mln
Others are various electric and optical equipment etc.

It's confirmed that newly produced tanks should be supplied with spare parts (one complement for every 5 KV and 10 T-34/T-70 tanks) which are included in the plan of spare parts production.

The balance - by civil factories, the largest group are factories of the People's Commissariat for Tank Industry - 680 repairs of tanks, 370 of tank diesels, and 90 of tractors.

Among other things it is ordered to take measures to increase capacity of NKO's repair bases during the III quarter 1942:
from 350 to 500 tank repairs monthly
from 400 to 600 tractor repairs
from 1150 to 1600 automobile repairs
from 1100 to 1600 engine repairs

Planned end of reconstruction - November-December 1942. Planned monthly capacity of these 11 bases after reconstruction - 202 tanks, 217 tank engines, 429 tractors, 460 automobiles, 260 automobile engines.
5.5 million rubles are allocated for reconstruction in September-December 1942. The Army is ordered to conscript 2000 men with limited physical fitness and assign them to construction works.

The preface states that execution of the previous spare parts plan was below satisfactory. For example, only 61% of requisite spare parts for KV tanks and 60% - for T-34 were produced in the III quarter 1942.

GKO decree No.2447 of 23 October 1942 (production of mobile workshops for tank forces)

The People's Commissariat for Electric Industry and the Moscow City council are to equip 100 mobile repair workshops type "B" for the GABTU (Main Auto-Tank Directorate) of the Red Army in the IV quarter of 1942. GABTU is to release 100 SIZ-6 type trucks for equipping mobile workshops. NKO is to transfer 150 men not physically fit for military service but fit for labor employment to the Moscow Projector Factory of the Commissariat for Electric Industry.
