Type 17 light machinegun?

I saw a claim in the book Kangzhan: Guide to Chinese Ground Forces 1937–45 that the Shenyang Arsenal under Zhang Zuolin produced a copy of the Japanese Type 11 lmg beginning in 1928, manufactured in 6.5mm and called the "Type 17". The book says that records from 1929 show an annual output of three hundred Type 17s. I have never heard of this copy, or any other copy, of the Type 11 before, does someone here have further details to share about it?

There's an entry for the Type 17 in China's Small Arms of the 2nd Sino-Japanese War (1937-1945), but it provides no relevant additional information and the author of that book is Bin Shih, who also co-wrote Kangzhan, so it doesn't really move the ball forward. If you'd like, I could PM you Bin's e-mail address and you could try contacting him to see if he could identify the specific sources he relied on for that information.
