according to Fred K. Prieberg, it's the Kampflied from 1934 Wir treiben unsre Pferde ins Münsterland hinein by Walter Kröcher.
Kröcher was HJ-Gebietsführer Westfalen.

That's what I recognize by hearing the clip:

Note that Walter Kröcher wrote the lyrics.

At least two composers composed (different) music for the song: Hans-Christian Witte and Heinz Dreilich.

The march they played before the song in the video is Meissner's "Zum Städtel hinaus!"
