I've updated and re-uploaded the organization table:

E.Drig gives slightly different numbers for personnel: 32 officers, 54 NCOs, 197 privates, total 283.
Battalion radios included:
1 5-AK radio and 1 other type (RB?)
each battery - 3 radios (RB type?)

Motor transport: 1 car, 12 GAZ trucks, 29 ZIS trucks, 1 ambulance (GAZ), 1 mobile recharging station (GAZ), 1 mobile workshop type A (GAZ)
Distribution of motor transport:
Battalion HQ: 1 car, 1 GAZ-AA truck
HQ platoon: 1 GAZ-AA truck in the scout section, 1 ZIS-5 truck for radios in the radio section

Motorized rifle regiment/tank division, shtat 010/15. Initial tables of organization issued in June 1940 provided for 229 offices, 475 NCOs, and 2576 privates, total 3280 men. With some slight changes the authorized strength in June 1941 was 3246 men. Detailed organization posted earlier:

The closest approximation of the personnel and equipment tables that I can get:

which doesn't fully fit other sources. According to E.Drig the authorized strength of the regiment in June 1941 was 231 officers, 470 NCOs, 2545 privates, total 3246 men. Equipment included 17 armored cars, 27 50-mm and 18 82-mm mortars, 4 76-mm guns, 36 medium, 132 light, and 6 DShK machine guns, 1322 rifle and carbines, 376 sub-machine guns, 972 SVT rifles, 6 cars and pickups, 338 trucks, 29 special vehicles, 30 motorcycles with sidecar, 14 motorcycles solo, 7 tractors.

From the documents of the 25 Mechanized Corps motor vehicles of the regiment included:
5 BA-10 (w/o radio), 12 BA-20 (w/o) radio, 2 cars, 4 pickups, 248 GAZ-AA trucks, 6 GAZ-AAA trucks (for DShK machine guns in the anti-aircraft company), 90 ZIS-5 trucks, 1 motor refrigerator (GAZ-AA), 1 staff bus (GAZ-AA), 3 ambulances (GAZ-AA), 5 mobile workshops type A (GAZ-AAA), 1 recharging station (GAZ-AAA), 1 truck with RSB radio (GAZ-AAA), 1 ordnance workshop (ZIS-5), 1 disinfection truck (ZIS-5), 1 motor workshop type B (ZIS-6), 6 refueling trucks (ZIS-6), 2 water/oil loaders (ZIS-6), 4 Komsomolets and 3 STZ-5 tractors, 10 motorcycles w sidecars, 34 motorcycles solo.

Radios included: 5 5-AK radios (1 in the regimental HQ, and 1 in each battalion), 1 RSB (regimental HQ), 12 RB, 6 RBS (cannon battery).

Again, there are minor discrepancies in numbers.
Motor vehicles of the regiment included: 10 cars, 4 pickups, 7 GAZ-AA tucks, 97 ZIS-5 trucks, 2 AES-1 electric stations, 4 stuff buses, 1 club vehicle, 7 radio trucks (5-AK radios), 5 ambulances, 9 “A” type motor workshops, 3 recharging stations (31 GAZ-type special vehicles), 10 ARS, 4 ordnance workshops, 3 ADM, 4 “B” type workshops, 6 fuel loading trucks, 10 fuel tankers, 5 water/oil loading tankers, 1 “Yanvarets” crane (43 ZIS-type special vehicles)

Each regiment had a permanently attached fireguard squad (shtat 30/600, 18 men). I have no info on its organization and equipment.

April 2015! All them expired. Anyway, I've noticed that original tables by S. Buldygin didn't his organizational diagram, plus I've noticed some other errors, so I decided to make a new version of tables myself, rather than re-upload the old.

I can't fully sort out situation with motor transport - more cars and trucks should be present than there are drivers in Buldygins' diagrams. In any case the regiment's motor vehicles included:
5 cars, 3 pickups, 41 GAZ-AA trucks, 6 GAZ-AAA trucks (for quad Maxim guns), 111 ZIS-5 trucks, 1 staff bus (GAZ-AA), 5 radio trucks (GAZ-AA), 1 ambulance (GAZ-AA), 3 "A" motor workshops (GAZ-AAA), 1 "B" motor workshop (ZIS-6), 8 refueling tankers and 2 water/oil tankers (ZIS-6), total 21 special purpose vehicles, 36 STZ-5 type tractors.

Regarding radios - breakdown by types which seems probably to me:

Upon mobilization the motor transport battalion switched to wartime TO&E (010/18). Exact organization unknown, approximate composition:

Next obscure unit is the pontoon bridge battalion of the tank division. Peace-time shtat 10/19 as issued in June 1940 included 45 officers, 71 NCOs, 245 privates, total 361 men.

N2P was a standard Soviet heavy pontoon bridge park. The park comprised 48 pontoon boats (weighting about 1 ton each). The pontoons were transported on ZIS-trucks equipped with special carrying frames:

There were also additional bridge elements transported by about 30 trucks.
A complete N2P park also included cutters and motor boats, but it seems that they were not present in the organization of the 010/19 battalion.
The park allowed a quick assembly of bridges with carrying capacity from 16 to 60 tons. It should be reminded that the tank division was supposed to be equipped with T-34 (27 tons) or KV (45-52 tons) tanks, so heavy bridges were instrumental for river crossing. Also pontoons could be used separately for ferrying men/vehicles/weapons.
In general, the pontoon bridge battalion was supposed to give the tank division a powerful capacity for quick assembly of bridges and crossing water obstacles. For comparison, equivalent Soviet formations from the later part of the war (tank corps and mechanized corps) didn't have any bridging equipment until the very May 1945, and only the tank armies had a pontoon park in their engineer brigades.
That those pontoons were always actually available is rather dubious. On 1 January 1941 the Red Army had 56 complete N2P parks, which in addition to tank divisions were also allocated to GHQ engineer unit. Obviously not enough to equip 61 tank divisions.

According to the directive of the Red Army's General Staff of 8 August 1940 the following training units should be present in peace-time tank divisions for training NCO specialists:

- in each heavy tank battalion, 1st tank company was assigned as training company with 80 surplus cadets (training of heavy tanks crews) in addition to its authorized strength
- in each tank regiment, one tank company of one of two medium tank battalions was assigned as training company (training of medium tank crews) with 75 surplus cadets
- in each tank division, in one of two tank regiments one flame tank company was assigned as training company (training of flame tank crews) with 40 surplus cadets
- one motorcycle company of the motorcycle regiment/mechanized corps was assigned as training company (training of motorcycle squad leaders)
- in the reconnaissance battalion/tank division one company should have a training platoon with 27 cadets (training of commanders and drivers of armored cars)
- chiefs of radio stations, senior radio operators and wire squads leaders were to be trained at the signals battalion/tank division (total 67 cadets)
- 1st company/1st battalion of the motorized rifle regiment/tank divisions was assigned as training company (training of rifle squad leaders and machine gunners)
- gun commanders for 122- and 152-mm howitzers, scouts, calculators and tractor drivers were to be trained at one of artillery battalions/howitzer artillery regiment.

Candidates for tanker training units were to drawn from the motorized rifle regiment and other units of the military district, cadets for other training units - from divisional units and and other units of the military district.

Tank divisions and separate units within mechanized corps are organized by wartime tables of organization, which don't provide for training elements for teaching junior commanders. That doesn't allow staffing tank troops with junior commanders instead of those transferred to long-term furlough.
Training elements in separate tank formations, which directives of the General Staff made provision of, don't solve this problem without additional influx of recruits and with first separation of junior commanders to long-term furlough about 40-50% of combat vehicles would be left without tank commanders and drivers.
With training cycle of junior commanders equal to 8-10 months, for all this duration tank units will not be staffed [with NCOs].
In 1940 there will be no graduation of junior commanders, since brigades included to [tank] divisions had their training battalions disbanded. For this reason it is needed to postpone separation of junior commanders until autumn of 1941, considering that tank brigades at the present moment have more than 50% of reenlisted personnel, who couldn't be left on service, since positions of reenlisted personnel are eliminated for these categories.
Owing to versatile types of vehicles in tank regiments and a large number of specialties needed the only correct solution would be creation of training regiments at tank divisions.
I enclose a draft TO/E of such regiment and ask to submit it to the People's Commissar for Defense.

Formation of the training regiment for the tank division owing to absence of personnel allocations and inexpediency of breaking the existing organization of the tank divisions is not deemed possible at this moment. Junior commanding personnel in the training year of 1940-41 will be schooled at training elements formed according to the directive of the Deputy People's Commissar for Defense comrade Kulik No.502/2 of 5.6.40 and instructions of the General Staff [2]

Explaining this in another way: the length of service for NCOs (including tank commanders and drivers) was 3 years (2 years prior to 1939). That means that each year 1/3 or 1/2 of them left the service and were to be replaced with freshly trained specialists. Peace-time organization of tank brigades prior to 1940 included a training battalion with a specific purpose of teaching NCO candidates. When tank divisions were formed from existing tank brigades in the summer of 1940 these training elements were eliminated. This created a bottleneck in training of tank crews and other specialists referred to by Fedorenko. The curious part is the one in bold font, which indicates that a large portion of tank specialist personnel was reenlisted (i.e. they were "professional" NCOs who were hired after their terms of obligatory service ended).
