That's Marshal Slavko Kvaternik, Minister of Domobranstvo (Armed Forces) in the Independent State of Croatia.

@88: This photo was taken in Torquay, England on 17 April 1937. Joachim von Ribbentrop (center) and Thilo von Seebach on the right.
Who is the admiral on the left? He wears an award around the neck.
Could it be Erwin Waßner (recipeint of the Pour le Mérite)? He was the Naval-Attaché at the German Embassy in London (01 Apr 1933-24 Aug 1937) and Konteradmiral since 01 October 1936.
