This is not evidence. Logic cannot be proof. Halder did not hear, did not know what Hoth said. He logically calculated his words.

They all failed. Manstein, Hoth, Bock. And only the Fuhrer was able.

Halder's accusations are fraud or self-deception in support of the owner. No orders not to send 24 and GrD in Voronezh. Halder is lying. It happens. Germans they are. :)

The army group disappeared and the discontented commander was no longer necessary to Hitler.

In preparation for Operation Blue, the 1942 campaign in southern Russia and the Caucasus, Army Group South was split into two army groups: Army Group A and Army Group B.

In February 1943, Army Group Don and the existing Army Group B were combined and re-designated Army Group South.
