By the way, do you know who the two officers(Gauleiter and SA-Gruppenführers) are on right of Schaub?
They are between Schaub and Ley.

Possibly it could be Schwede-Coburg as well..It was my first guess too...however in all other photos from this event is Röver. Maybe Schwede attended too. :)

Well, the Reichsleiter circled as "21" does appear to be Wilhelm Grimm, though if it is indeed Grimm, then his visible collar tab is the wrong color. As I understand it, both Wilhelm Grimm and Walter Buch, the two Supreme Judges of the Party Court, wore RL tabs with a black background, not red or purple.

@Br. James,

At the time this photograph was taken in 1939 Grimm was wearing the carmine collar tabs, he had previously worn the blue tabs
of the Party Court. I believe a directive in 1937 stated that only Buch could wear the blue RL tabs.

Br. James:

Grimm wore 1939 style BLACK Reichsleiter tabs after he retired. He is the only person known to have worn special 1939 style tabs in Black. The black color for retired PL's was abolished with the 1939 styles -- but Grimm obviously changed the rules for himself.

Thanks to you both for adding to my education; much appreciated! If I had thought further about this photo, I might have noticed that the uniforms being worn were pre-1939. The fellow closest to the camera with his back turned appears to be wearing a PL uniform, though without the 1939 revised brassard; Hitler is wearing his pre-war kit, as are all of the SS officers in view. And as an aside, from the closeup of Grimm in profile, he needed a shave, which means that the photo-captured event took place in the late afternoon/early evening!
