I believe this is a twin 406 mm Japanese turret identical to those on the Mutsu and Nagatbattleships. It is not mounted for coastal defense but for training/experimentation. One was mounted at the Japanese Naval academy, it is still there. I believe that this is the same location but the mounting concrete has been modified.

This could be explanation. The turret at the picture is not a part of fortification or the ship. It has a fake ship handrail at the right side. One old turret from Mutsu battleship has been transferred to Naval Academy at 1935 for training purposes and it is still tehere. But there are any differences:
- it is placed at higher concrete base
- it is farther from the sea
- The shape of the turret does not fits completely (as I can recognize from the small picture)
- it looks like Mutsu tower has longer barrels with different thickness
So it is still a question.

I don't know original source of that picture, but I think it is very intersesting. The picture has been taken about 80'is of 20'th century? A scrap heap of dismantled guns, Norway or? 15 cm barrels and bigger ones?
