I thought the terms in the rows were
On the State
On the List
Students (Listeners?)
Civilians
but it does not make much sense.

sets of anti-aircraft installations
single anti-aircraft systems

I was wondering if it related to specific weapons or was a general category
Sets of AA Machine guns = Maxim quad mount?
Single AA Machine gun = DP or Maxim single mount? Captured weapon?

Likewise on the men/vehicles/guns I assume that for MEN that the State number is the ШТАТ figure, On the List is the number of men plus Cadets plus Civilians from the other two rows. This usually seems to add up to the State number

However this does not work for the weapons or vehicles so I assume there is the State number and then On the List is the number of Soviet weapon plus say Imports plus say Trophy vehicles?
