Coastal Artillery Question

Am I right in believing that the Coastal Artillery (Rannikkotykistö) were part of the Navy?

Thus the 2 Mannerheim Cross awardees from the Coastal Artillery fall under the number awarded to the Navy.

Yes. Naval Forces (Merivoimat) was composed of two branches, Fleet (Laivasto) and Coast Artillery (Rannikkotykistö). While the Fleet used naval uniforms and ranks, Coast Artillery somewhat confusingly used Army-style uniforms and ranks. That's why Commander of the Naval Forces, Väinö Valve, who was a coast artillery officer, held the rank of lieutenant general.
