You need to read more carefully.Directive 32A of July 1941 was what was referenced.The 4.7 % figure was UNTIL 1943;in January 1943 the "ADOLF HITLER PANZER PROGRAM was adopted which FOR THE FIRST TIME placed panzer production at the top tier of armament production.Even then AFV production only went to 7% in 1944.The "jump" from 1941to1942 was only to 4,200 tanks, and 5,500 counting assault and self-propelled guns.O'brien was qouting from the massive "Germany and the Second World war" Vol 5/11/ and the USSBS."..then the question arises(if the eastern front land War was so important)why the share of firepower and mobility of .LAND FORCES WAS SO CONSPICUOUSLY SMALL IN GERMANY"All due respect,but you seem committed to the (ERRONEUOUS) notion that everything germany could make,short of Blondie's food dish,was for the East.The air and naval war were high technology "resource eaters";the V-2 was THE largest SINGLE german program in WW2;the number of high caliber guns(88mm and up) guns for air defense of the homeland was TWICE(slightly more) than the number germany EVER had in the East.As hard as that seems to take, that's what the facts show
