Michal, it`s very strange photo to me... Many questions about his uniform - it looks like staged or post-war movie.

The picture shows Karel van Geelkerken, Inspector-General of the dutch paramilitary organization "Landwacht" (not Waffen-SS and not to be confused with "Landstorm Nederland") apparently at the time of his capture in May 1945.

One slight correction to Bogo's answer:

The man's first name is in fact Cornelis, so his full name is Cornelis van Geelkerken, His rank is that of Landwacht-Oberführer, and at the time (may 1945) he was commander of the Landwacht Nederland, after at first having been Inspector-General of the Landwacht Nederland.

If so, who is the other SS officer? Date of photo is 1939, Düsseldorf.
