It is said that it is Major Magor Scheer from 207 Infantry Division in Belgium in 1940.
But who is he?

We can see that Waffenfarben is Black clearly.
Who is the Pioniere Oberst(90) in 1940?

Who is this Oberstleutnant please? He appears to be wearing the Hohenzollern House Order, the White Falcon from Saxe-Weimar, possibly the Friedrich-August Cross, and the Austro-Hungarian Military Merit Cross 3rd class (among other things).
