I am not sure that this is a Laffly S45TL. The available sources suggest that either a single prototype or, at best, a very limited number of production models were produced. I have, to date, only been able to source two photos of what is likely to be an S45TL and both are very different to the photo George posted. Note the wheels, front wings, rear wheel arches, radiator shape, bonnet line, windscreen form and rake, stowage lockers and the general cab form amongst other differences. It is entirely possible that there were models produced as in George's photo, but I do not believe that the vehicle depicted is a Laffly S45TL. Sadly, as to what it really is, I am at a loss. The cab is of a Czech style, but all else screams French. There is nothing similar in Vauvilliers excellent tome, which, whilst it may contain slight inaccuracies, is considered the "Bible" of WW2 French military transport.
Here are the two photos I mentioned for comparison,

A small batch of these was produced for Armee de l'Air and later used by Luftwaffe at some French airfields. In general it is normal that different series of the same model may vary in certain details, this depends of the order specs. For example here big wheels with cross country tyres aren't necessary for it was airfield vehicle.
Have another one, used at St. Dizier airfield to refuel bombers:
