Time for a clue or two:
He began his apprenticeship as a tailor until he was called up to military service on October 1, 1891, to the k.u.k. battery division No. 27 in Linz. He finished on 31 December 1894.
Now he tailored for about a year and a half before seeking admission to the gendarmerie. On 11 September 1896, he commenced his service in Salzburg as a probationary gendarme.
His first name is Josef.

OK...time to end this particular one. The individual is Josef Kettenhuemer – Born 30 December 1870 in Pettenbach, district of Kirchdorf in Oberӧsterrich. Died 27 June 1963 in Anif. He was had an early take up of photography and was well known around Salzburg for his photographs of buildings/landscape.

This Ing., born 1875 in Wien, was "Major im Geniestab" in the " k.u.k. Technische Militärkomitee" when ww1 began.
