US War Bonds or Coupons?
Would anyone happen to know what these coupons are and why they were issued and what they mean?

Some people couldn't buy an entire war bond at one time, the coupons allowed them to accumulate points until they could trade them for a bond. No opportunity was missed in getting contributions from the public.
