Hello Everybody.
I'm trying to find a copy of a joint chiefs of Staff memo sent to FDR in 1944. I can't find it at the FDR library website or in the Official histories. Does anyone have an idea where I can get a copy of it?

Which memo? Weren't more than one sent that year? Have a date, or subject, or other identification?

JCS 718/1, 16 Mar 44, title: Effect of "Unconditional Surrender" Policy on German Morale.
We have FDR's response on April 1st but its not printed in the Foreign Relations Documentary history. Nor does Matloff go into much detail in his "Strategic Planning for Coalition warfare 1943-1944". A search of the FDR library files turned up zero. And in general, I'm just wondering how you access the JSC files. The national archives are confusing.

Not a clue how to access all that. Been running a construction business the past 27 years and not been able to do real research.

Yer welcome Lol. Im surprised someone with experience there has not jumped in.
I thought my copy of Pogues bio of Marshal might have a citation, but no joy.

I looked at the Leahy book. "I was there". He's rather vague about the subject. which is true for almost everything.

That is constrained by being an autobiography and by postwar secrecy.
