In England, the masses are unavvare of the State of servitude in which they live. But it's a class that ought to be ruled, for it's racially inferior.

Why did Hitler think of the vast majority of English people are as racially inferior?

Because they wernt as Racially "Pure" as German Aryans were prehaps?

I was always under the impression that Adolf Hitler greatly admired the British people and regarded the British Empire as an example of the racial superiority of the Aryan race and that the Nazis’ Lebensraum idea in Eastern Europe was going to be based on the British rule over so-called non-Aryans.

Albeit the majority of the royal people in England were nazis Hitler seems to have been a besserwisser and even believed that Jesus was a son of a whore and a roman soldier.
