I often hear about the Soviets having food issues late war that brought them to near famine cases. But I also hear Soviet food production increasing. How can the Soviets reach near famine cases if food production increased? Also, how is Germany dealing with food late war?

There was a famine in USSR in 1946-47. Somewhere 1.5 million people have died due to starvation. In 1944-45 situation was more tempered, since a lot of food for the Red Army was supplied by L-L.So a lot of fud was supplied to the civilians.
The critical time with food shortage was in late 1942-early 1943 when Ukraine was lost and all North Caucasus was under the occupation, the main agricultural regions of USSR.

The book Hunger and War discusses this extensively. Search the title in my posts and you'll find many excerpts and discussion.

Starvation -caused deaths lagged food production problems because Soviet deaths were from chronic (slower) starvation rather than acute. Over months or years of caloric deficit, Soviet bodies broke down and many finally reached a point of death or incapacitation.

Deaths peaked in 43, after food supplies had started improving. Even in 44 many died from starvation because the damage to many workers was already too great to reverse.

By 45 the problem had largely disappeared.
