Just to confirm that it is indeed Altgayer. He wears an ES (Einsatzstaffel) uniform with staff officer epaulettes, i.e. with a rank higher than captain (which was his rank in the old Yugoslav Army and in the SS, at the time), and he wrote in his biography that he did also wear an ES uniform (when visiting ES men) and that he held the rank of an ES reserve colonel. (Note: Lorenz was accompanied by ES men on the pictured occasion.) So, the uniform and epaulettes match too
