Sorry, Max, it's not Silgalis - googling Silgalis I came to doubt my own source, the resemblance between this person and Silgalis is striking. But Silgalis didn't recieve the Ritterkreuz as far as I could find out. Here is the same picture with the Ritterkreuz (though is looks added later on):
