I agree, I reckon that is a Black Wound Badge and I think the officers cap and belt buckle indicate an SS-Sturmscharführer he does seem to have the Sipo type shoulder strap so maybe no SD raute as a former Schupo?
The button hole ribbon might be a 1914 EK-2 but it might also be a KVK-2 which were quite liberally awarded to Einsatzgruppen I believe (as well as most of the remainder of German units).

There were a couple of SS-Stuscha. with EK 8 but only one seems to be the one in question here. And most probably called up in 1917 or 1918 as cannon fodder.
SS-Stuscha. Krim.Sek. Peter Seibert (born 30 Sep. 1900, Bingen; died 25 Dec. 1958, Essen). In the photos the group are not wearing winter clothes so probably taken in summer or late summer 1941 or summer 1942.
Unfortunately with Seibert dead before the West German police got round to investigating EK 8, and not being an officer, information is sparse.
I have no information about his role in 1941 but from Oct. 1941 until late summer 1942 he was deputy commander, Teiltrupp 5, under SS-Ostuf., KK Walter Döring. In EK 8 they used the term Teiltrupp rather than Teilkommando.
Doring's Teiltrupp and Seibert during the spring and summer of 1942 were stationed in Borissow and killed many Jewish inhabitants of the surrounding villages that year.
Döring tried and re-tried in mid 1960s, convicted both times.

Uhhh, doesn't look like the same guy you and others ID'd as Stenger back in 2016 here. Compare... Or is it just the viewing angle?
