hello, I have a photo and as you can see on it that he is from Deutschland, but I have doubts. The fact is that I did not find an example of D on his shoulder straps in other sources. Notice the D is long and embroidered, not aluminum. Has anyone seen such an example? I'll clarify, this is 1943

It is not sure that it is an embroidered letter....

It's the Steuermannsabzeichen [coxswain's badge], a trade badge worn by army NCOs and men of the Pionier [engineers] branch who were qualified to operate powered watercraft (for example assault boats).

This is not a political leader. It is SA Gruppenfuhrer Fritz von Kraußer in an SA uniform. The best book on the NSDAP Political Leaders uniforms is by Jeff Clark. It does have a few things missing regarding the very early high leaders insignia of 1933 but it has everything else.

But I find that patch odd ( as if it was put on backwards ), and also the dark color of the tunic.
What year do you think it could be ?

This sometime in early 1933 before Krausser was promoted to Obergruppenfuhrer. The tabs are on backwards.
In regards to the Robert Ley's uniform -- there is a lot of confusion with the first uniforms for high leaders. The Reichsleitung department heads used collar tabs that were similar to those like an SA Gruppenfuhrer -- that looked like the ones that Krauser wears BUT were carmine and piped in gold (or no piping at all). Within a couple of months in March 1933 another revamping of the party structure was in process. Ley was again asked to restructure the insignias. For the Reichsleitung department heads he changed them to look like gauleiter tabs BUT again in Carmine and piped in gold. During 1933 BOTH types were worn sometimes at the same time by various members of the Reichsleitung. But because both styles looked too much Gruppenfuhrer and gauleiter tabs they were abolished when the new Reichsleiter tabs were introduced in early 1934. That is why one finds Ley weaing tabs like these. He are some photos of guys wearing both types.
Ley wearing the PL uniform -- note the PL shoulder eagle that notes he is a PL -- yes they look just like the SA uniform tabs but they are actually different.
Reichsleiter Bouhler wearing the first style Reichsleitung tabs.
Ley wears the second style reichsleitung tabs that look like gauleiter tabs. Schwarz, Feder, Grimm and Hierl wear the first style. As you can see they look too similar to the gruppenfuhrer and gauleiter tabs hence that is why they were abolished.
