If I had to guess, the lower of the two is Order of the Zähringer Lion and above it the Honour Cross of the World War 1914/1918.

It would be the first time that someone wore the Cross of Honor around the neck. Something totally impossible. And the Order of Baden that you mention could only be worn around the neck in the category of Commander, and for that one had to have the rank of "major" or "oberstleutnant". During the Great War, Haase was only "hauptman".

I see.....it was instituted by Adolf Hitler on the 1st May 1937, the Order of the German Eagle (Verdienstorden vom Deutschen Adler) Eagle was a diplomatic and honorary award to be awarded to foreigners. The awarding was done by the Führer and Reichskanzler after recommendation by the Minister of Foreign Affairs..............so that man was not a veteran but a diplomatic? Cheers. Raúl M 8-).

As there is no record that General Schaumburg received the Blue Max, it could be a Prussian Johanniter Order.

This badge was initially only worn by police personnel who were also full members of the SS (or who had honorably left the SS under certain conditions). During the war, it was also authorized for full SS members serving as German cadre personnel of foreign Waffen-SS units that were not permitted to wear the SS runes on their collar patch.

The Himmler order of 16 Jan. 1937 by which this badge was introduced simply refers to it as "die Sig-Runen" [the Sig Runes]. The 1944 paperwork concerning the introduction of the double-armed swastika collar patch for concentration camp personnel also uses this term.

The 1940 price list of the SS-Kleiderkasse lists it as "Brustabzeichen für Polizei (SS-Rune)" [breast badge for the police (SS rune)].
