A small update! I'm pretty sure the general in the second photo is Kurt Spemann. Contrary to the caption of the 2nd photo in the book The Vlasov Case, it was not taken in May 1944 but in May 1943. I recently found in the military archives in Freiburg a report by Spemann about Andrey Vlasov's visit to the town of Szoltzy on May 5, 1943. In the document, he explains that he accompanied Vlasov on a visit to the newspaper "Sa Rodinu" which can be seen in the background. So I'm almost sure that this photo was taken on this occasion.
