Targeting civilians is a war crime. Targeting buildings isn't.
Protected structures ("buildings dedicated to religion, art, science, or charitable purposes, historic monuments, hospitals, and places where the sick and wounded are collected") have to be marked by "distinctive and visible signs," and the enemy has to be "notified ... beforehand" about their existence.
As simple as that.

The article you cited says that the US command knew that the shelter had been used as a civilian bomb shelter but believed it had been converted to a command center and targeted it as such. The US does not knowingly bomb civilian targets but in war mistakes are made. I fully admit that in 2003, the United States and Great Britain could have had good intentions - to introduce democracy in Iraq like their own. However, if the United States did not have the potential to intervene in Iraq, then these noble intentions would have remained a pipe dream.
Why should we believe that with the appropriate ratio of the potential levels of the PRC and the USA, the latter will not again have the same noble intentions to introduce democracy in the PRC?
