Here Kanji 攻 is the abbreviation of 攻撃機. Kate and Betty were categorized as 攻撃機. The direct English translation for 攻撃機 is "Attacker" which Americans will think of as A-20 or A-26. But 攻撃機 in IJN had a completely different meaning. That was Level / Torpedo Bomber.

During the first wave of the attack on Pearl Harbor, Kate was assigned as follows:
Torpedo Bombing: 40 Kate with 800kg Torpedo
Level Bombing: 49kate with 800kg Armor-piercing Bomb
Armor-piercing bombs had to be dropped from altitudes above 3,000 to penetrate the deck armor of battleships. Therefore, Level Bombing's hit rate was extremely low. Even with stationary targets and no enemy interceptors, only eight 800kg bombs were hit (two of them unexploded).

For the attack on battleships Prince of Wales and Repulse, 51 Nell and 26 Betty were used to level bombing.
26 Nell with 500kg APB
8 Nell with two 250kg APBs
The rest of Nell and all Betty were equipped with 800kg torpedoes.
The result of the attack with no enemy interceptors was;
Prince of Wales
- 500kg armor-piercing bomb x 2 hit
- Torpedo x 7 hit
Repulse
- 250kg armor-piercing bomb x 1 hit
- Torpedo x 14 hit
It can be said that Prince of Wales and Repulse were sunk by torpedoes, not bombs.

IJN gave up on future level bombing to sip targets, because it had got only above-poor results despite the lack of enemy interceptors. So, Ginga, the follower of Betty was categorized as “陸上爆撃機 Land Based Bomber”, not 陸上攻撃機 Land Based Level / Torpedo Bomber. The ships were eliminated from the level bombing targets. Ginga could perform also "Dive Bombing" (actuary Shallow Bombing). Tenzan, the follower of Kate was categorized as 艦上攻撃機 Carrier Based Level / Torpedo Bomber. But ships were also eliminated from its level bombing targets. 艦上爆撃機 Carrier Based Bomber was still left for Dive Bombers Suisei, the follower of Val.
