This is well known photo but I have no idea who the SS-Standartenführer is?

Who is this familiar SS-Obersturmführer, who held the position of Abteilungsleiter in the Reichsführung-SS?

Hello

I know that junior officers are difficult to id if they not are famous for something. But I give it a try, to me is the face very familiar but I cant place a name on his face, maybe someone else can id this Unknown SS-Ostuf.

Nr. 3153 is SS-Staf. Martin Kohlroser as Kdr. SS-IR 7, winter 1941-1942.
