As to Boltenstern, yes, really looks like him. If so, same occassion as his RK verleihung presented by Lemelsen. Now there was this pre-3rd Reich golden eagle badge (can't remember off hand what it was) that was quite common among senior officers. Maybe that would provide confirmation as to whether it was Boltenstern or not.

I don't think it was Ludwig Müller who was division commander of 198 Div

xxxx, Oberfeldw. Billmeier, Major Julier (Landau)
The order of the names don't make sense here compared with the first pic.
