The article that Drapeau was looking for in Armourer magazine is in issue number 73 ;) Just found it. My letter of corrections to the mag is in issue 74 ;)

Hello,

Can someone please tell me if SS-Gruppenfuhrer Hermann Fegelein was a re-
cipient of the Anti-Partisan War Badge? Knowing that he was a Cavalry Comm-
ander like Gustav Lombard who did receive the badge and having been in the
same formation, I was wondering if the award was possible with a possible retro-
active date. I have seen him wearing the Infantry Assault Badge and General Ass-
ault Badge but not the badge in question.

Its not in any of his awards lists. He was liason officer probably after the badge was instituted wasn't he..? I am not certain he would have qualified, but that depends whether he was very active in action in this theatre, or if he even wanted to bother to apply. If he won another award such as the DK for service from this time then possibly he didn't bother. You'd have to check his personnel file.
