That's Richard Schulze (known after the war as Richard Schulze-Kossens). In the full photo, next to him his brother Hans-Georg "Frettchen" Schulze, from the LAH. Both men served as Adjutants to Hitler. Frettchen was KIA (in late 1941 I believe), while Richard also ended up with the LAH. He won the DKiG on December 26, 1941 as the commander of the unit's 2. Kompanie. He then did his Adjutant stint, and in late 1944 commanded the II./SS-PGR 25 in the Ardennes. In early 1945, he took command of the SS-Junkerschule Bad Tölz, and in March of that year, organized its cadre and students into the basis of the 38. SS-PGD Nibelungen. Long after the war, Richard Schulze-Kossens authored the very nice Munin book Die Junkerschulen, which examined Waffen-SS officer training and gave a history of the Bad Tölz school through 1945.

KIA means "Killed in Action". (American/Anglo usage).
