Composer: Gerhard Winkler (b. 1906 - d. 1977)
Writer: Ralph Maria Siegel (b. 1911 - d. 1972)
On the other hand, I couldn't find pictures of Siegel to compare with yours. And, I always wondered about his name. Perhaps the family was Catholic and it was an honor to Mary?

This march was accorded such a special status that, during the war, Joseph Goebbles ordered that it was being "profaned" by frequent use and thus was not to be overplayed. What is the march and who was it's composer? Of course, this might be an easy one for a certain member of the board who shall remain nameless.... This, in itself, is a bit of a hint!
