What I have more doubts about than Hannover's account being validated is his daring to open his mouth on this forum.

Correct me if I'm wrong, but I don't think anyone has said that Hannover should not be allowed to join? If he joins he will of course have to follow the same rules as everyone else (and considering what I have read from him, that would probably be hard for him to accept) but I have not said that he should not be allowed to join.
